Can a child sit in the front seat of a car before they meet the age requirements?

I know they are supposed to be in the backseat until around age 12 and are 4′9.
I’m asking to see if it is ever ok to have them in the front seat. For instance, I have three children, my old car wouldn’t accommodate 3 car seats in the back seat because the middle buckle was broken. I traded the car in for one that would but my kids are extremely crammed into the back seat. Sometimes I can hardly get the doors to close. When my youngest goes from the infant car seat to a bigger conversion car seat I do not think they will all fit.
So given this situation, would i be able to put my oldest child(5 years old now, 43 pounds and 45inches tall) in the front seat in his Booster Seat? I have airbags in my vehicle. Those would need to be disconnected correct?

I should probably just go to the police station and ask them, or the local fire department.

But I thought I would ask here first.

I am in Pennsylvania.

If you *must* put one of them in front, I would put your oldest HARNESSED child in the front. If your 5 year old is in a booster using the vehicle belt, I would put that child in the back. The next child down is probably still in a 5 point harness. I would put this child in the front. Move the seat all the way back and turn off the air bag if you can. The reason I would put the harnessed child in front rather than the older, boostered child is to keep the child’s head back as far as possible from the dash.

If your second child is also in a booster, first I would recommend putting them back into a 5 point harness. Most children are not really ready for a booster until close to age 6. But if you do have/leave child 2 in a booster, then I would put the older child in front.

You can also try rearranging the seats in the back. This may not end up helping, but sometimes seats will puzzle together better one way than another. Also, when you move your youngest to the convertible seat from the Infant Carrier, leave him/her rear facing. This should allow for more room against the back of the seat than if s/he is forward facing. It is recommended to keep children rear facing to *at least* 2 years old and 30 pounds, but preferably for as long as possible, so to the limits of their convertible seat.
